Well I don't think it is based on the ME Universe. Something tells me that they won't go down that road until at least ME3 is released.

However in that screenshot the gun does look slightly more advanced and his armor seems more streamlined. My guess is that it is a totally new series based on earth, around the 2050-2100 era.
