Why didn't they just make HL3? Ep 1-2 weren't bad, but nothing particularly special. And in the time they're taking to get Ep 3 out, HL3 could've theoretically been done.

I think from a few bits and pieces that valve has said, its sounding like Ep3 could possibly just be HL3....
