I thought C&C Renegade did MKB vehicle controls well. And what about the BF games? As long as you have good mouse support for stuff that consoles do with analog sticks (which the GTA games failed with miserably), there's shouldn't be any real limitations compared to gamepads if Rage's driving is fairly arcadey.
