The only thing that would make SR3 better than SR2 is four player co-op as they did two player co-op (including drop-in/out).

Some sides may have to go on the wayside or work differently (like Snatch or Escort), but man, I'm just imagining four player Insurance Fraud, Drug Running, or Mayhem, or even some of the missions alone.
