I think they should definitely have a PvP option, and it should have full looting. What an awesome motivator that would be to kill somebody who is kicking ass because he has an awesome weapon. If your character gets looted in PvP then you could always take that character and play PvE for awhile to find some new equipment before you go back into PvP.
