Xbox One will let users play games, even if they're only partially downloaded. The feature is similar to what Sony proposed during PS4's reveal event in February.

Polygon points out that all games must be installed to the hard drive on Xbox One, including games purchased on disc. Previously, Microsoft said that games could be played while they were still being installed on the console, but did not clarify if that would apply to downloaded games as well.

In a UI video, Sony revealed that you could begin downloading the single-player portion of a PS4 game first and play that while the multiplayer half downloads in the background. It remains unclear how Xbox One will implement their play-while-you-download strategy, but with games potentially ballooning up to 50GB, we're glad to have that option.

World of Warcraft actually does this, as well as it can really be done.

Why wouldn't it be able to be done? Guild Wars has done it for years.

I love this feature on my PS3. Played Last of Us multiplayer while the game was downloading. ^_^

Perhaps I missing something but isn't this extremely hard for the developers to achieve?

Usually they pack assets and it will take extreme planning to let the player start playing before the game is mostly downloaded?

Last of Us let you play when the game was 70-80% finished?

well there's no promise in the feature that you'll be able to play at 5% downloaded or whatever. The Sony UI video for the PS4 showed options to bifurcate along mp vs sp but yeah you're probably still likely to need a decent sized download. The original Guild Wars had a pretty slick implementation of this, ahead of its time.

The idea is sound if the game is arranged to take advantage of it. On PC several games take advantage of this such as World of Warcraft, Diablo 3, Guild Wars 1 and 2, Lord of the Rings Online, DDO, etc.
