      Back when they ported FF7 to the PC (~1998) it wasn't common for PC's to be powerful enough to run both the game and be able to play MP3-based music as well (on top of the operating system) so the PC port used MIDI music which was the style of the time. If you think back most games either used MIDI (like DOOM) or used redbook audio-based music off of the disc (like Quake).
      
      It looks like Square Enix dusted off the PC port that used MIDI and made it run on Windows 7, use achievements, etc.
      
      For music purposes the PSX version's a better deal at the moment.
