Q3 RA Update

Missed this one yesterday, but thanks to munger for bringing it to our attention. The Rocket Arena site for the Q3 version of the mod has been updated by crt, saying that RA3 is now code complete and only bug fixes and minor code changes are left now (besides maps, crt has no real influence on that). Still no predicted release date, but it's getting close.
