Is it easy as just getting fish tank pumps, a heater core and water block or has stuff changed over the years?

For GPUs it is obviously dependent on the company you get the card from and what cooler they put on it, but again they are generally very quiet and efficient. My MSI video cards have heatpipe cooling and massive fans. Both of my GTX 460 cards are dead silent and very cool.

Very affordable considering that it comes with $40 worth of quiet yet efficient 120mm fans and one of the best heatsinks out there.
Fechols made a very good post above. Be ready for a lot of work if you go with watercooling, work that may not pay the same dividends relative to air cooling that it used to.
