      Do they listen? Because I know when they ask me not to, I just say "Oh sure, sorry 'bout that" and then do it again immediately.
      
      Hell, I just had all the remaining city-states declare war on me and then got a pop-up mission saying "Many city-states are still at war with America, you can donate units to them to help!". Seems like that shouldn't happen when they're at war with *me*.
