Call of Duty: Black Ops Getting Post-Launch PC Mod Tools

Treyarch's Cesar "PCDev" Stastny revealed Call of Duty: Black Ops the PC version of the anticipated shooter would include tools for PC modders some time after the game's November 9 launch date. (Note: We have updated this portion of the article to include the Treyarch employee's name) Unfortunately, what those tools are have yet to be determined:
We plan to open the game up for modding sometime post-launch. We do not know yet to what extent you will be able to mod the game. There are some purely technical issues related to engine and internal tool enhancements that do not easily fit the modtools paradigm. We have looked at it close enough to see that it is non-trivial and we will have to pick it up again post-launch.
Additionally, the forum post "confirmed" that Black Ops would feature a "dev console."
Shacknews contacted Activision yesterday to confirm everything the post claims; however, we have yet to receive any reply from the publishing giant.

If true, it's a nice backpedal from Infinity Ward's scorched earth campaign against having MW2 PC being anything besides "the way we designed and balanced it". I would like to see better PC version controls, especially getting rid of the Halo-esque "swap weapon" thing and go back to a CoD1 style control where you can always have a sidearm at the ready. I'd also love to see a mod where you can carry 4 weapons, so you don't have to regret being stuck with the wrong weapon, and play around with a diverse arsenal in some level parts.
