        You might consider (if you have the capability) uploading a recording of you playing to youtube or showing the friendlier shackers. They might be able to give you tips. I'd say in SFIV, it's important to find a reliable, decent damage punish that comes out quicky, and you can do RELIABLY.
        
        If you stress out when you see the opponent vulnerable and just jab them (or jab jab jab) you're not even going to do a tenth of their life, which means you'll have to catch them messing up like ten times.
        
        Block. Observe. Let them do somehting unsafe, and punish them.
