Civilization 5 Gets Steamworks, Pre-Order Perks

suite, publisher 2K Games revealed today alongside the announcement of
a "Digital Deluxe Edition," pre-order bonuses, and 75% off sales on Civ IV and Civ III via Steam.
In addition to serving as DRM, Steamworks will provide auto-updating,
achievements, matchmaking, downloadable content support
"and more." As such, Civilization V will require an installation of the main Steam client.
In addition to the regular edition, Civilization V will be available from Steam in a
'Digital Deluxe Edition' packing the bonus 'Babylon' civilisation, a behind-the-scenes video and the game's soundtrack. Pre-ordering either edition through Steam
will net you the downlodable 'Cradle of Civilization Map Pack: Mesopotamia' for
free.
Boasting "an entirely new combat system" with ranged bombardment and
now based on a hex grid, Civilization V is scheduled for release in September, according to Steam.

I think we could short-circuit some of the complaints thusly - what happens if the following situation goes down:
1. Someone goes to a retail store and buys a physical copy of Civ5
2. They then go to their Steam account and associate it with their login
3. They play Civ5 and absolutely hate it for some reason
4. They then sell their physical copy of Civ5 to someone else who does want it
Am I correct in my assumption that they could transfer that copy of Civ5 to someone else's Steam account because this is a physical copy and not purchased through Steam?

What I really dislike is selling small DLCs, like it was for Empire: Total War. I just don't like it, give me full expansions based on the players feedback, instead.

I hate that, even though I'm going to preorder it.
"That's becoming an increasing issue with publishers, who have been going to their developers and telling them they can't use SteamWorks, because if they do certain retailers or digital distributors won't carry the game."

I wish my senior year weren't weighted to be the most important in determining the quality of the degree I graduate with, because I'm pretty sure Civ V is going to interefere with work :(
