      Get Mass Effect.

Sometimes the pacing feels a little slow, and the combat could be a little better - but it's a really neat game. I bought it last year and was surprised how good it was.

Fallout's great too - but I haven't tried any of the expansions yet - I'm waiting for them to all be released on steam or retail.

If you're choosing between these things, I would go with ME1. It'll give you more playing time than the expansions combined. It's shortcomings aside, I think ME gives a lot more variety within the gameplay. Fallout 3 has gotten a bit repetitive towards the end. Same guns, same combat (although blowing up your opponent's head in VATS never gets old), same drab exteriors.

ME mixes it up by allowing you to travel to different planets and use various methods of attack during combat, not to mention using your squad mates. Plus it looks like Mass Effect is only $20 now, and you don't need to use Games for Windows Live!

Mass Effect is $20 and includes the DLC. I think the Fallout 3 expansions are $15
I've played Fallout 3 + Expansions and Mass Effect + Expansion - Both great games
F3 expansions are OK but your money may be better spent on ME, a complete game that's just as good in its own right.
