I wasn't aware of Tropico 2, but I thought Tropico 1 was fun.

Tropico 2 was cool but had a much bigger learning curve as it is a lot less forgiving. Your revenues were based on sending out pirate crews, which meant that you could be completely housed if a single boat run goes badly or if you screw up your initial build out. Once you understand all of the various dynamics at play then it isn't bad.
