    Never mind, found the solution here:

    "I opened "Regional and Language Options" in Control Panel, and undid my customization (changed "Digit grouping symbol" back to [ , ] (comma) and "Decimal symbol" back to [ . ] (dot/punctuation mark) - in the "Numbers" tab and the "Currency" tab). Hit "Apply" and then "OK", and launched the game."
    
    I've seen a lot of stupid things in my life, but this ranks among the top ones.
