Despite the fact that those requirements are almost never right, the minimum requirements are even more useless, because they are NEVER right. You won't be able to play this game any good with these configs, I'm sure.

That's why they're minimum, not recommended.

Yeah, it should be "minimum to enjoy the game". But mostly it doesn't even work, even on lowest, and most ugly settings.
And often even recommended is wrong.

im a little above GTA IV's minimum and I play it fine at about 30-35 fps. highest rendering and medium textures.

Then again, rendering detail (basically AF and a few other very minor things) and textures aren't of much (if any) difference if you have enough vRAM.

Or you just have a magic rig, since every computer I've seen it running on has only managed about 30-35fps, with everything turned right down to the bottom - and those rigs are all high-end and well maintained.

Anyway, Johnnsen's right of course. System requirements, both minimum and recommended, are generally overoptimistic. They want the game to sell after all.

I realy doubt the Sims is going to suddenly go hard core and start demanding god machine specs. They didn't sell 100 million units by targeting the top 5% of systems.
