The only different I noticed with the previous iteration, besides the visuals and the time period of course, is the ability to hire "guards to protect your territory" and this stunt bonus gimmick. Anyone noticed anything else?

Only an entire RTS component that forces you to protect business you have taken over while also accruing different ones in three different zones. You can either send a group of thugs to hopefully defend a business under attack or you can go there yourself to ensure its safety. That 3D map of each zone is also new, and much appreciated.
Finally, let's face it, we all have a hidden Duke boy inside of us dying to catch some air while looking fine in the process!! It has been done in GTA and Saints Row, so what, exactly, makes it a 'gimmick?'

Your marketing. Because otherwise, yeah, I'm actually pretty sure there's nothing 'gimmicky' about it.
