I'm in Brazil, where Rockstar Games are 'banned' from Steam (they're unavailable in other places as well).
But when GTA IV was announced on Steam, there has been much outcry for it from people who can't buy it (on these 'banned' regions). These people (including me) are angry because they cannot pre-purchase it, even though it is being announced on Steam store page. If there has been so much uproar about it being 'falsely' announced, why haven't they removed it from the front page of said 'banned' regions (regions where Rockstar Games cannot be sold)?
Well, my theory is that, because the pre-purchase of GTA IV has been linked with a free copy of GTA: Vice City, a game which Rockstar does not sell on certain regions, people from these regions can see the GTA IV product page but can't pre-purchase it, because of that bundle. I assume once the game is released on 2nd or 3rd of December (and this promotion ends), we might see a Worldwide release. At least, that is what I hope for.
If that doesn't happen, people who are still aching for GTA IV can still receive it as a Gift (I heard of some guy from Argentina already has GTA IV on his games list even though he, as myself, can't pre-purchase it).
Anyway, this is just a theory, which I hope becomes reality. After seeing what is possible with the in-game Video Editor, can't wait to see all the new Machinima done with it.
