On the DS, one way to sent a note was to buy a note in a bottle from Tom Nook, write a note, and chuck it out to sea. Next time you someone visited your town, or you visited someone else', you could get a note in a bottle washed up on your shore later. It could be from anyone you came in contact with, so if someone had a lot of people in their town that you visited, it could be from any one of those people. Being as I visited Shacker towns, I had some interesting notes wash up. My favorite was a suicide note from redfive.
