Something else I thought would work well for a PvP Taunt would be retargetting. When you pull off a successful taunt, (based on whatever stats and skills make sense) whoever you taunted actually is forced to target you, and are unable to target anyone else for a specified (although short) amount of time.
That would allow a healer to heal themselves, a mage to get some spells off, a weak person to run away.
This debuff is a good idea, but they have to make sure it keeps your buddies from getting interrupted, or allows them to go out of combat-mode if they want to.
