It's hard to find a company that does this sort of thing now that everyone else is nickel and diming the consumer for everything they're worth..
KUDOS SIERRA
I'm not totally anti-commerce or something, I'm just against game developers and publishers trying to get money for every tiny little extra bonus feature they throw at us. I'm okay with full, proper expansion packs which really add loads of stuff to the game, not just a few levels, but also new features, to make the game as a whole significantly better. (I did buy HL2:Ep1 btw, and was a bit dissapointed by the amount of content - great quality, but too little. Hopefully Ep2 will make up for it with TF2).
Although some people would maybe pay a small price for FEAR Combat, how many people who haven't yet bought FEAR will be inclined to do so now? This free multiplayer pack will create buzz, and people will talk about FEAR again, and that'll make the game continue to sell. And the developer / publisher gets a good name. This is a win-win situation; free stuff for FEAR players, and free marketing for the devs/pubs.

Release the SP game first, build the story / game style and then work on the MP LATER - much much better than delaying the game for MP which may or may not be even played
Way too many games lately have assumed you HAVE to have an MP portion, good to see this move.

1. Do the owners of the full game have to download this to join MP games hosted with this release?
2. Can the owners of full games use their cdkeys for this release?
3. Will the FEAR expansion MP be compatible with this / vice versa?

To create a market share, you almost have to release things free-o-charge to get anyone to notice it. That, or have a kick-ass free demo (but they tried that and it didn't get very far).
So... ya have whatcha have - a lady on the corner saying, "Hey stud, I'm free now... so please play with me, I spent all this money on this dress!"
Actually, I'm waiting for the day that in-game advertising allows the publisher to PAY the player for using his game. "We'll give you 1-cent for every minute you play our game."
