Rise of Legends Announced
by Maarten Goldstein, May 10, 2005 6:49am PDTBig Huge Games today announced Rise of Legends, a "spiritual successor to Rise of Nations" but set in a steampunk world. Though no longer a history game, Rise of Legends will still feature Rise of Nations game elements like national borders, color-coded tech tracks, and cities. Some screenshots can be found here. Rise of Legends is in so many ways the spiritual successor to Rise of Nations, but the long and the short of it is we got excited about doing a fantasy game. Now clearly your traditional "orcs, elves, dwarves" sort of fantasy has been--shall we say--thoroughly covered in other games, and so the story which got us excited is one where the magic of fantasy meets a world of technology. So magic and technology collide, with cataclysmic results! As you take a peek at our first two unique nations you can begin to see the contrast: the industrial Vinci with their Leonardo da Vinci inspired machines and steampunk cities; and the desert Alim with their Arabian Nights theme--sandstorms, genies, and tall glass spires. "Cataclysmic" is also a useful word to describe what we want to do visually

Steampunk definition from Wikipedia
Steampunk is a subgenre of speculative fiction, usually set in an anachronistic Victorian or quasi-Victorian alternate history setting. Fiction in the steampunk genre is set in the past, or a world resembling the past, in which modern technological paradigms occurred earlier in history, but were accomplished via the science already present in that time period. The genre typically falls into the realm of science fiction.
it seams to be a term that is thrown around a lot. This game deffinetly looks steampunk however.

Microsoft: Ahhhh, guys. Ensemble is already making a historical RTS game---Age of Emipires III. We need you to work on something fantasy-based to complement it and diversify our autumn product line.
Big Huge Games: Ah Hell.
*Scraps RoN2 artwork*
*Creates new, fantasy artwork*
*Changes title to Rise of Legends and promptly begins promoting it as the "spiritual" successor to RoN*

I don't play historical games. I don't really like AoE, I never even looked at any of these 'Rome' games that came out. To me history is 'old' and 'boring.'
But even though this switch to Steampunk is purely visual it's enough to break that spell for me, and I'll definitely be checking out Rise of Legends even though I never gave RoN the time of day.
