The fact that they didn't begin playtesting without cheat codes until the last few weeks just screams clusterfuck. Because of this they didn't realize that under the existing D&D 3.5 ruleset, casters get a VERY limited number of spells, such a low number that casters were out of spells within the first half-hour of play.
Combine this with the lack of many of the core classes and races present in the Eberron world, and you will alienate a good portion of your fanbase. Taking out D&D gnomes is akin to Blizzard removing orcs from World of Warcraft.
