Chris Tulumello worked as a contractor for Artifact a few months before they went into chapter 11. The domain name for Tulga was registered one day after Artifact went into chapter 11. He's also got a joint venture running with Steve Favorito, who in turn has set up Arizona Online Games with David Bowman, chairman of the now near-defunct Artifact.
Essentially the Tulga purchase is a mechanism for Artifact to keep developing and operating Horizons minus the million-plus dollars they owe their creditors.
Unfortunately for everyone the whole chapter 11 saga is far more entertaining than the game itself.
