According to this post on the Beyond Unreal forums, the planned compatibility between Unreal Tournament 2003 and Unreal Tournament 2004 will not happen. Epic's Tim Sweeney says the network code has changed too much for the two games to remain compatible, which is certainly disappointing as UT2003 players can probably expect a big dropoff in opponents and servers.
