After much anguish I have finally found the SOLUTION for my video card problems and BF1942 and other games.

Apparantly after speaking with some guys from Gainward, there is a power compatibility problem with anyone who owns a VIA chipset specifically the KT333, and the Gainward Ti4200 64 MB Golden Sample card. Some people do not have this problem but he said there were many defective cards on the market who do not have a shelf life of over 4 months, and can go bad easily with this power problem.

Solution
Since it is a power problem, the solution is rather simple but one I never would have thought of. In your BIOS you must go in and change the VCC or Vcore power settings. Change it from normal to +5.0% or +7.0%. Try the 5.0 increase and if that doesn't work try 7.0. I left my computer running BF1942 and Quake 3 at different times for 4 hours straight without any lockups.
If you have a problem with your Gainward card, then this is the solution. I also want to thank everyone who has helped me figure out this problem along the way and listening to my meaningless babble.

now lets see, I arrived around 7:45, and walked around but didn't see anyone, as we were walking out i noticed the infamous mr.sleepy and found the HUGE GAGGLE OF SHACKERS THAT WOULD PARTY TONITE! we make it downstairs and mr.sleepy stealthily dodged all guards, we grab some food and decide to then our more rambunctious counterparts decided to play the 'SHOCKER' game ( http://www.shackspace.com/~mrsleepy@shackmail.com/PICS/shack%20dinner/DSC00441.JPG )
Basically the handles vibrate giving the effect of an electric shock (well not really) it just hurts your hands, so of course sleepy had to REALLY test it out ( http://www.shackspace.com/~mrsleepy@shackmail.com/PICS/shack%20dinner/DSC00443.JPG ) he lasted about 2 seconds and couldn't walk the rest of the nite.
That was pretty much the highlight of the evening. There was no DDR machine. My girlfriend and I played some skeeball and then everyone parted ways. Apparently something went down in the parking lot:

- what happen to 25 cent games :( I remeber the odd game was 50 cents..but 1 or 2 bucks was the average..wtf
- fighting games have LESS buttons...I expected to see 12+ buttons and head/foot gear
- "sniping" games are easier without using the scope :(
- It wasn't fun at all..I enjoy PC games more. That's a lie..I did hav fun on Sega's salt water fishing game thing...yep enjoyed that one.

we all need neighbors, and we all want a boost to our own cities. importing other cities can help if we don't wanna build dozens of little cities. i personally prefer to invest my time in one uber city...
anyway, my city is built on a large piece of land, and as far as i know only custom regions have large pieces of land so you'd have to make sure your region has large plots (you can import your city right next to it and POOF it moves the whole damn thing)
