A, content that SHOULD have been included in the original release. If BF1942 was supposed to have all of the world's wars during WW2 then why was Italy and France not included? hmm... $ ya. (mechassault, splinter cell, and plenty of other games)
B, content that was too poor to be included in the original release that needed more polishing, but ultimately remains poor upon the expansion pack.
C, content that is overpriced for an expansion pack... ex: MoH: Spearhead...
Lets look at Serious Sam.. The entire second version of the game is cheaper then some of these Expansion Packs that include 2 new guns and 3 new levels ( IM NOT saying that Road To Rome is doing that, but its damn close enough.. give or take a few things)
I cant stand expansion packs really, everytime i get one I cant help but feel that I have been cheated out of my hard earned money for some subpar addon. Mods are normally better quality then any addon...

I love the game, but it seems like we are paying for a few new maps and weapons that might be better included in a patch. The game won't have been out 6 months when this is on the shelves (if they keep to schedule).
(to self)....the game is fun....the game is fun....the game is fun....no need to get upset....remember the breathing excercises....
