What is the point of it, to cut down on warez?

i tried this from unreality.dk site:
SET SOUND TO SOFTWARE AUDIO - This change in the settings area seems to provide a speed boost over the Hardware EAX option that some people have chosen as their default configuration.
DISABLE REDUCE MOUSE LAG - Edit the UT2003.INI file so that the "reducemouselag = true" statement under the section with the heading "[D3DDrv.D3DRenderDevice]"reads "reducemouselag = false". This one seems to make the game somewhat more "perky" overall.
