Thanks to AgentJ who let us know that the newest (August issue) PC Gamer magazine features a story on ION Storm Austin and Deus Ex 2. In it, it is mentioned that ION Storm Austin is changing it's name, possibly to Manifesto, and is splitting off from the Dallas office. Warren Spector is quoted as saying "It became apparent that it was time to move on" "We had a way of thinking, and we had a type of game we wanted. The Ion Storm-Dallas office was pretty heavily focused on that 'Dallas shooter community.' It just started feeling not like a family". Pick up the mag for the entire story. A quick search on Network Solutions also shows that MANIFESTOGAMES.COM is indeed registered by ION Storm.
